try this site. you should add more details though.

added. Your spouse was ordered by the military to leave, you chose to leave in the eyes of the court. You have to file a motion to leave state and give good reason to the court in order to legally leave with the child. That may sound harsh, but look up the single parents in the military that lost custody while deployed. There is no law to protect them or their parental rights, some states are starting to push for change though.

Call the military personel that deal with this sort of thing. If he is in the miliatary and you have a legal court order that he is to pay child support ... they will garnish his wages. Call someone in his division that is higher rank than him in the legal department.
It is his responcibility to pay and they will make it happen. I think this is a matter for the miliatary, not for a civilian lawyer who is bound by state jurisdiction. Find a legal advocate for miliatary issues and have them help guide you through the muck.
I am sure you are not the first to face this issue. They may require a paternity test, and a copy of a legal court order of support.
You may also try the US Consolate in Japan. Call them to see what the formality is for this type of issue. Someone will know what to do. Just keep calling anyone you can think of that may help you.
Is there a US military base in Japan near you? I know that Guam is part of the US. Call there and talk to some legal experts in this area of military formality.

I did a little digging and found this address and phone number for you to call, someone here may help you resolve this issue:

You chose to leave the country. Now the poor guy probably won't be able to see his kid, and he's the slime ball? Plus your military spouse is most likely receiving extra money for your child. Stop playing the victim. You sound like a money grubbing psycho...

*Your spouse has orders, not you. You are not in the military. That is why they will not provide you legal help. Your spouse legally had to leave the country (because he had orders), you made a choice to leave. And yes, the military pays your spouse extra money for dependents. If they (and you) are living in his household he is receiving compensation from the government. You "chose" to leave the country. You have your children in your custody (without due process of law). And now you can't get child support. Seems to me you are trying to have your cake and eat it too. You get no sympathy from me. And I seriously doubt you have any legal recourse against him...

not much, you have to stick with the family court that you originally petitioned in. If you have a court order, they can make him pay. If you don't, you could find yourself shelling out major bucks going back and forth between Japan and there to get this taken care of.

You have to go to the family court in the state that you live in. just explain to them that you filed a petition in another state and now that you moved that petition was thrown out. the family court that is in your state will then contact the family court in his state you both dont need to be in the same state for you to get child support. You can get it whether he is in the state or not. even if he is working he is associated with his ss number so they can track him like that. or even take it straight out of his check

Try getting a job and stop trying to get over. You man is in the military risking his life and you want a free ride. Fortunatly, the laws are changing and guess what? You'll be out of luck soon.
