Have your vet check him to see if he has any kind of problems that causes urine leakage. Neutered males don't generally spray.

Spraying is done at something vertical, usually at the height of the cat's back. They back up to something, raise their tail, stand on their toe tips and spray (the tail vibrates as they do this). It's very different than peeing, which is a squat and done downwards to the floor.

You can smell spray, believe me, so if you don't, he's probably getting some on himself from just peeing. Could he be 'dribbling' on himself?

shpul;d be okie if you havnt got him her newtered yet there is a chance that he is going to start spraying
if you have got him newtered they might ov missed the glad that a cat needed to get the hormons out so go and see a vet but other wise should be okie try to encoradge him to clean more
what i did when my cat wouldnt clean himself i would run the shower and wash him myself and he really didnt like it ( i bit horrible)
but after two times of washing him myself he realised the ony reason he was going into the water was because he wouldnt wash so he started after that and he i perfecty clean

be aware that if you do try this wear protection as they get allittle nasty and loud

He’s not suppose to spray if he neutered. Cats are literally clean animals.
Take him to the vet to be sure.
White cats are required little bit more grooming then other cats.
