My mother said her aunt did this & it really works.
You take a shallow, shinny baking pan, add water, a few drops of Dawn dishwashing liquid detergent, place it under an electical plug in. Plug in a night light so it shines down into the water. At night turn it on & the fleas are attracted to the light, they jump in the pan of water & are trapped.

Dawn does not attract fleas, neither does it repel them. What it will do is wash fleas off, but there's not a lot of point in drowning fleas really. Fleas live mostly in the environment, so if you just wash an animal, once it's dry it will become immediately reinfested.
Garlic is also not a particularly effective repellant, and salt only works in theory, not much in practice - it's supposed to work by dehyrdating insects, but fleas are more hardy than that.
Basically, you're not going to fix this problem with home remedies OR stuff bought from a store (stores are licensed to sell the proper drugs i.e the ones that work and are safe)
Stick with the Frontline - do make sure it's getting on your dog's skin, not their fur or it won't work!! If you're bathing the dogs before or after applying it, it can't work. Also be aware that if you bought the Frontline online, it's unlikely to be the genuine product i.e it won't work.
The same applies for treating your house - no store bought products or food ingredients, just a spray from a vet. Indorex, Acclaim, Staykil and Skoosh are all good.

EDIT: Re: most of the other answers yes, these methods could drown a few fleas, but you won't get them all. Also, what would you do about all the flea eggs and larvae, which are invisible to the naked eye??

yes the dish soap and a light will attract and kill fleas. i don't know about the salt thing though. you could try the garlic. i have heard people say it works but others say it doesn't. just remember that too much garlic could make your dogs sick. if you want to try the garlic, make sure it is a tablet that is made for dogs and approved by your vet. another thing to do is vacuum everyday. throw the bag away or empty the container outside. don't keep it in the house or the fleas could get out and still be inside. wash all the dogs bedding too. if the frontline isn't working that well switch to another flea preventative like revolution

After you vacuum your carpets, sprinkle salt on them and let it sit. The fleas will consume the salt and cannot get to water and will die! I just heard this yesterday on BBC America so I don't know if it works but it can't hurt! I can't do this procedure because I have all hardwood floors. Also, put a flea collar in your vacuum cleaner bag/waste compartment. When you vacuum up the fleas they will die in there with the collar.
I have also heard that putting garlic on your dog's food will ward off fleas, again, I have never tried this but I have heard that it does work! Be sure to treat your yard. Home Depot has some granules that you sprinkle on your yard right before it rains, to kill fleas, ticks and other annoying insects. I know this works because I use this every 2 months!
Good Luck!

Put a light on next to a pan of water with dish detergent in it. The dish detergent lowers the surface tension of the water and the fleas hop in and sink. I don't know how well it works, but the theory is good.

My groomer told me a paper plate saturated in JOY dish washing liquid placed out in the yard will ward off fleas. I don't know how you would get it "into" a light bulb?
