Yes, but you have to get an artist known for his coverup work. After completion of the coverup, you will not see the old tattoo, but you can still feel the scars left by the old tattoo. It is quite a tricky job coming out with a design that will do the job effectively, and requires the artist to be really skillful in applying the colors to do the coverup. Don't get the guy who will give you the cheapest quote because you are going to end up with a mess of colors.

It depends on the scarring. You'll really have to ask an artist who can see your arm and the extent of the skin damage. Its likely that if they do tattoo you, you'll still be able to see the scarring, but not badly. Done properly, and depending on the tattoos involved and the new design you would like, a cover up should decently hide your old tattoos, however, they will still have some visibility as your new tattoos will be colour.

Why are you so conscious about it? How did it happen? I have a huge scar on my left hand from when I had two webbed fingers as a baby and a large operation to sort it out. Does it bother me? No it doesn't. I see it really as a sort of sign of bravery as well as part of my identity. Sounds a bit corny I know, but it helps to think postively about it. As for the tattoo, try and incorperate the scar into the tattoo. If its a single line scar, then try and decorate the tattoo around the scar so its not noticeable.

depending on the talent of the artist and what you want to cover them with it sounds possible. however the scars will still be able to be felt with the coverup. my first tattoo scarred and it has since been covered up but i can still feel it. definitely get an artist who is competent when it comes to coverups because... there is nothing worse than having a crappy coverup and i have definitely seen a few. not all artists are able to do them and even fewer are able to do them well.
