What does this mean: " one relationship at a time"?

That means, if you do not want complications, just date one person at a time, only if that relationship is ended for one reason or another, than you may find another partner.
Basically, you cannot give much attention to a person, if you are in relationship with many, and that might hurt someone, who is serious and loyal with you.

It means you don't see anybody else romantically 'but just one person.
There are some who date many people whenever they want to. There's nothing wrong with that. But, some people are a little more reserved and just date one person at a time. When they stop dating that person; they find another person to date.
Usually, only one person to date means things are a little serious and there's no room for anyone else at the time.

By itself, nothing. You didn't explain who said it, or why.

She is probably saying that she doesn't want you dating other people.

In other words, only date one women at a time.

Like the guy below me said, some people date more than one woman at the same time, but that complicates your life.
