I just figured shes a girl, I think she is atleast. She didn't mate, but I read that they will still lay eggs. She has a little "bump" on her chest, and I noticed once she had some dried up blood there. At first I thought it was from always landing on her chest (wings clipped) from trying to fly so much. She starts to sleep more and when I touch the "bump" she starts to "stand" more so I won't touch it. I think it hurts when I do that. Whats going on?

If the "bump" in down lower, near her belly area or between her legs, she probably does have an egg but she should be able to pass (or lay) the egg within the next 24-36 hours. If she doesn't, it could be that the egg-shell is too soft for her to be able to pass and in that case, you will need to get her to an avian (bird) vet right away. They can sometimes help a bird pass a soft egg. You should not try to help by touching her belly area - you will only be stressing her more.
What you CAN do is to remove the perches from her cage which will make her remain down on the floor of the cage. Then you can take a human electric heating pad and place it under ONLY ONE side of the cage so that there is a warm area and a cooler area. That way she can choose where she wants to sit. If you are able to handle her you can try putting a bit of "mineral oil" around her vent (where the egg comes out). The combination of mineral oil and heat should help her pass the egg - but DO NOT do anything else as far as assisting her. Just watch for the next 24 hours and if the egg does not pass - take her to the bird vet.
Without being able to see the bird it is difficult to determine whether it is dried blood or food that you saw on her. If the blood was near her vent, then she may have already passed the egg and you just haven't found it if it is under the cage paper or pine shavings (I don't know what you have on the bottom of the cage).
If the blood was near her chest area, again, it could be anything from food to possibly a scuffle with her mate so keep a close eye on them. If she is in the cage herself, I suppose she could have injured herself on something.
And finally, birds CAN and DO lay eggs with or without a mate in the cage. If there is no mate then of course no eggs will be fertile and you can just allow her to sit on them until she becomes bored with it and then ignores them.

Ok, the really pertinent line in your post was "She has a little "bump" on her chest, and I noticed once she had some dried up blood there."
A bump and blood "up" on her chest... The way you are describing it sounds very much like an injury. Having eggs in her would not cause a bump and blood up on her chest. You need to get your Budgie in to a vet right away... like ASAP

I would'nt try to diagnose visually. Take her to a vet! That way you can be sure that she is okay, and won't be guessing. She might be ready to lay an egg, or she might have a tumor. Parakeets are very, very prone to getting them.
Im not trying to scare you, but you should get her checked out...just in case. Since tumors can be quite painful to birds and have a tendancy to get larger....take her to the vet. A check up is really inexpensive.
PS. I thought about it a little more. Has she been around any other birds that are not yours...or have you?
Good luck

Birds do not get pregnant. She is injured. If you make her a little nesting box with some clean straw or shavings, she might lay an egg, but birds do not carry their young in their chests. If she does lay an egg, by the way, it would be rather cruel to let her keep it, If it is infertile, she will nest and set the egg, and it will never hatch.

If she's mated, she would have laid he eggs by now. I suggest taking her to the vet. Yes they can lay eggs with out a mate, but they aren't any good.
