I have tried her in underpants all day and talking calmly to her when she has an accident, but every time I ask her if she needs to go to the toilet she says no and then walks away and pees her pants. I have tried putting her on the toilet but she does nothing except try and wipe herself with the toilet paper like its a game to her. I have also tried a rewards chart, but still no pee in the potty or toilet. Help please I am going insane.

first thing she probably isnt ready
second dont ask her take her.
third get consistent take her and sit her on the potty or toilet once an hour every hour you expecting miracles here and that just isnt gonna happen

you have to teach her. the signals which she will learn with the consistent routine.
get consistent and she will get it potty training doesnt happen overnight it can take months to a year

Well if she likes to wipe herself then tell her she can wipe when she goes potty, if she doesn't potty she doesn't need to wipe. Also to make it more fun you could put some blue food coloring in the toilet water so that when she pees it turns green! some kids love that sort of thing. I know when we were training my niece we would just take her and sit her on the potty every 15-30 minutes, this encouraged her to go so she wouldn't have to stop playing to go for no reason. It will get better, it just takes time, she may not be ready yet. Try the pull ups that are cooling when they pee or the pictures disappear, this can help children learn when they are going. My daughter did not want to use a potty chair and she did not want to be lifted to the toilet. What worked for her is The Potty Stool http://www.thepottystool.com This stool makes every toilet kid-sized. The handles on this stool make all the difference. My son and daughter potty trained quickly because they were so excited about this stool. They loved using the big toilet because they know that is what everyone uses. relax and wait abit longer. She is not physically or mentally ready or devolped enough to fully understand how her body works.

Every child delvops in his/her own pace. No amount of sitting her down..talking to her is going to work. She may be ready in a week..month..or not until she is almost 3. But, she will clearly let you know when she is ready.

She is still young to be fully trained. Give yourself and herself a break...and relax abit. Wait a while before approaching the potty again.
Trust me..she will eventually be able to comprehend what all she is suppose to do..and how to read her body signals.

I knew a kid who had a really hard time potty training and just wanted to go in his diaper but then would immediatly want to be changed. So when the boy would go (usually with a bowel movement) he would started asking and asking to be changed b/c he didnt like the feeling of it in his diaper. So when he'd go the mother would suddenly be "busy" with lots of things so the boy had to wait a little while longer before she could change him. Eventually he started going in the potty b/c then he wouldnt have to feel it in his diaper.

what i did with my son was start off with him having no pants on so when he peed he could see n he started knowing what the feeling was when he was going to pee than every time he started to pee i walked him to the potty n eventually he started to understand to go to the potty when he needed to pee

I learned that they will go when they are ready. IMO. if you keep forcing them to go they will become afraid of it.
