Not usually if all you want to do is talk. If you want them to do something, it may very well cost you something. Everything in the US government is fee based these days.

It depends.

If you are American, the answer is NO.

If you are foreigner and you want a business appointment to discuss something of mutual concern, the answer is NO.

But if you want to talk to a Consular Officer and apply for a visa, then you will have the pay the visa application fee.
