It isn't really, after I make my purchase I ask for validation, and get 3 hours of free parking.

Assuming you're talking about HTML validation, then...

If you mean writing a validator - its because the SGML spec is complex with lots of "You must do X unless A or B or C and D" clauses.

If you mean writing HTML that is valid - it isn't. Its probably the easiest bit of authoring.
