Ronald Reagan said this during his 1980 Presidential debates with Jimmy Carter, regarding the economy:

"A recession is when your neighbour loses his job; a depression is when you lose yours. And recovery will be when Jimmy Carter loses his."

My favorite Reagan quote is:

"The government's view of the economy can be summed up in a few short phrases: If it moves, tax it. If it keeps moving, regulate it. And if it stops moving, subsidize it."

That was a classic, and if I'm not mistaken, totally original.

Kudos to Chris above who recognized Reagan's recession/depression quote as belonging to Truman. Reagan had a genius for borrowing quotes and popularizing them. Once he said them, it was hard to imagine them coming out of anyone else's mouth.

I really miss Reagan and his great sense of humor. He cheered us all up and got us out of the Carter "malaise daze". I still keep his stamps in my wallet, even though I've moved to Europe.

A good quote, but not original to Reagan. It's actually from Harry Truman (and, incidentally, Reagan was a Democrat during Truman's presidency).

Of course, Reagan added the Carter bit. Equally obviously, it was probably not Truman who first said it, especially following the Great Depression, but he knew a good line when he heard one.
