Cats are basically a wild animals, not like dogs, so they do what they want when they want.
If you want him/her to come down from a tree right now, about the only thing I know that will get a cat down quick is to open a can of Tuna and set it out under the tree. They normally will appear for that, they love it that much.

Place food below the tree, and then get out of there. Once you have the kitten out of the tree, you will have to bait again, closer to your house, then within the house. Every time you have to go back into the house after setting the bait. The kitten won't come down or come close to the house if you are near, since right now, s/he doesn't trust you. When you finally get him/her inside, get to the door and close it without moving in the direction of the kitten, so s/he doesn't bolt. Now make him/her an indoor cat, so you won't have the problem again.

How high up?, if the food ideas don't work and you can reach it with an extension ladder take a pillow case up with you to retrieve it. Put the kitten in the pillow case while bringing it down. This keeps it safe ( and "you"), from falling should it by chance panic on the way down. I had a wild cat up a tree for 2 days in Tahoe CA.. I called the fire station but they wouldn't help. I had made a "cat house" for it on my covered patio by wrapping a heavy duty trash bag around a med. small cardboard box, leaving a small hole for it to climb into and stuffing it with baby blankets. I didn't have a ladder. The cat was 2 stories up the tree and was "snowed on" the second day. A friend tied a rope around the cat box and swung it around and around and managed to flip it over a branch on the opposite side of the tree across from where the cat was... the cat climbed over and INTO its box and my friend lowered it like an elevator!. UNBELIEVABLE but TRUE! Good luck with your kitten.

He'll probably come down when he's hungry. How many cat skeletons have you seen in trees?
All kidding aside, if there is something like a big dog scaring him, he'll come down sooner if the dog is taken away.

Well, cats a good climber. So, if your kitten can climb that tree,so he/she can come down by itself. Don't worry....or you also can climb and bring down your kitty but i'm afraid your neighbor need to call fire brigade. Not to save your kitten, but to save you hehehehe........

spray some gas up the tree that will knock him out for a while and he'll fall out, or climb up to get him and he'll jump right out.

Food - fish (cat food variety) tends to work best because fish has a strong aroma.
