If it's touring across the country of paved roads, a road bike is always best. There are actually road bikes set up just for touring. They are your best bet. An MTB is not only inefficient becuase of the knobby tires, they wear out faster on the pavement because they use softer compound rubber designed for the dirt. The flat factor is not a problem if you have properly inflated road bike tires. Still, the touring road bike is designed for comfort and efficiency. Most are steel frames and aren't really that much heavier than many standard road bikes.

There's a whole genre in Mountain Bike called cross country and that would be riding across country, which will be rocky, dirt, and grassy. Cross country in biking is a term for Mountain biking so you'd probably want a mountain bike. Road bikes aren't built durable for that kind of riding, but if you're tlaking about going across the united states, cross country that way and you're just riding on roads then definitly a road bike, less weight and better distance on roads.
If you're talking about riding on both offroad and onroad, go for a cycle-cross. A mix of road and mtb to fit all your needs. But if you're talking cross country which is offroad and soulely that, then go with a XC mountain bike.

While you could use either of those but a touring bike is uhm, best for touring ;-)
Most road bikes these days will not accept racks, have no braze ons, so fenders, racks etc your options on a long ride will be difficult.
Many many many touring bike companies to choose from; Surly Long Haul Trucker, Rivendell bikes are just two of dozens out there .... and of course Trek jumps on all bandwagons with the Trek 520 which is a touring bike.
Also consider Cross bikes, slightly wider tires, enough clearance for fenders, racks but with the speed and hand positions of a road bike.

If your on nice roads or gravel paths, road bike.
If your just talking about actual xc trails, mtb definitely. A road bike wont hold up too well on that kind of stuff. If you want a mix of both, a cyclocross bike might just work out for you. Its got road styling, knobbies, .. not too sure bout the rest, good compromise though.
