In a way, yes, alcohol does increase a drinker's confidence. Alcohol has this effect of lessening one's inhibitions and therefore promoting aggressiveness. Have you noticed how a person becomes very talkative when he drinks alcoholic beverages? Alcohol also affects a person's judgment and develops temporary spontaneity. I guess the alcohol really helped Francis in confessing his love for you. You're lucky he didn't drink more than that because with a confidence level like that, there's a huge possibility that he'll conquer his fears and just kiss you.

Alcohol does not heighten confidence, instead it alters the part of the brain dealing with speech, memory, and judgment. As a result, it appears that confidence is boosted when in fact due to the slowing effects of alcohol on the brain, confidence is actually lowered.

I think the phrase goes "A drunk man's word is a sober man's thought."
But really, if he was drunk when he told you, two things could be happening. Either he was telling the truth while he was drunk and if you reacted in a way he feels is less than enthusiastic, he's backpedalling to save his ego and the friendship. Or he was just operating on a whim, that the thought of coupledom with you has appealed to him from time to time, but hasn't been that "into you" to pursue you in a romantic (sober) manner.
And either way, he has the booze to blame, which lowers his personal risk factor!
Unless you're really interested, let it slide and chalk his words up to one to many. Laugh about it, forget about it, and go on being his friend.
If you really want more than a friendship with him, let him know you're interested.
And if you don't know if you're interested, you're probably not.

Booze heightening one's confidence level is a myth. After boozing you loose your mental ability to differentiate between something correct or otherwise and tend to blurt out emotions hiding in your mind.Sometimes you reap adverse results too.
