Can you be a little more specific?

I think the biggest problem is that people there are afraid of dogs. A couple of fears I've heard are disease and size. I work with several people from India and I always get strange looks when I mention my dogs.

Do some research and try to educate people, ease their fears a bit. If you can do that people may be more willing to help solve the dog problems.

You could try to get a shelter opened. Try to get a low cost spay and neuter clinic going. Start a program to humanely trap strays, have them spayed or neutered and then released. This will cut down on the stray population.

If you can get a shelter going maybe the people kicking the dogs out of the city will bring them there instead.

I don't think stopping removal will "save" them. Removal does not mean killing. I guess the only thing that will work on dog population problems there is to spay/neuter, then return them to area. That is what the dog removal laws are trying to accomplish. I don't know exactly who you would report removal to, but perhaps one of the organizations such as PETA.
Here is a link to contacts, maybe one would be appropriate
