The Church rejected the3rd- 7th cent North African Donatist Church's insistence that that only priests in the state of grace could give valid sacraments. Donatists also stated that priests in communion with bishops who were sinners(especially if they succumbed during the persecutions) also lost their validity of sacraments.
St Augustine reminds us that Christ the One Priest is the Priest ministering through the ordained and the validity of the sacrament is not destroyed by the sinfulness of the carrier.

Yes, before administering the Sacraments, a priest must seek absolution.
