One brand I used and it was semi gloss type looked great on my table but, I could scratch it with my finger nail without much trouble I want the toughest brand out there because I want to make nice looking wooden shelves for my retail store.

The one that they are saying is the toughest is called "C Thane", but it was formulated to seal floors.

I don't know why you couldn't use it on your table tops, but you might want to read the manufacturer's warning label to determine if it should not be used on a table. I guess if it doesn't hurt babies when they crawl on a floor that is sealed with it, then you should be able to use it on a table. Just my opinion.

I have used finish from Deft and Behr with great results. My favorite finish though is not urethane but Varnish. McKloskey's Ultra Spar Marine varnish. Can be buffed down from gloss easily enough and it is very tough.
Two urethanes that are also good are one called Gym-Seal, expensive and I'm not sure if you can get it in smaller than 5 Gal. containers. Used for basketball courts. Another I have not used personally but have seen it in use, was called Bar Top. Used like it sounds, for bar tops.
