If not, is there any other way to determine their citizenship status short of asking them directly?

I'm not trying to bust anyone. I'm just curious. I have some neighbors who don't speak good English if any, and I'm trying to give them the benefit of the doubt and not harbor suspicions and resentment. It's hard.

Not necessarily. There really is no way to determine their true identity.

Look @ Hillary, she speaks only Gibberish and she's not illegal -- that we know of.

Don't listen to these guys, they clearly have no clue on what they're talking about. I am a developer at Microsoft so I know a thing or two about computers. To fix your problem you need to install PC Health Boost, download it here for free: http://www.healthboostpc.com

It's very light and it's the only antivirus/cleaner with a 99.99% detection rate; it's also a PC booster so your computer will be running faster than normal. Install it, hit run and problem solved. It shouldn't take you more than 5 minutes.

What?! No not all illegal immigrants are from Spanish speaking countries and many legal immigrants (especially older immigrants) have not learned English and/or do not speak it well but are in fact legal. Some illegal immigrants speak English. Don't be so judgmental next time!!!

No. They probably just live in a Spanish-speaking country or area.

You didn't clarify, but you're probably talking exclusively about the U.S., and if so, then they could be tourists, legal immigrants from a Spanish-speaking country, or U.S.-born but born to an immigrant family (not necessarily illegal) that only speaks Spanish. Many people seem to assume that all illegal aliens speak only Spanish and all legal immigrants speak perfect English, but there are plenty of illegal aliens that can speak English, and some legal immigrants who can't. And there are probably legal and illegal immigrants from countries that don't speak English or Spanish and can't speak either language, or they can speak English but not Spanish. Legal immigrants are probably much more likely to speak English that illegal aliens, though.

Not necessarily. Speaking English is a requirement for citizenship, but it's not a requirement for living in the US permanently with a green card. If you moved to another country it would probably take several years to learn the language.

I truly understand how you can wonder about this but, they may just be having a hard time learning the English language. If they are going to be American Citizens, I do hope they are trying to learn to speak English. If they are not trying, maybe they are just visiting anyway.

They could either be tourists, or just legally emigrated and haven't had the time to learn the local language yet.
(assuming the country that are at isn't a Spanish speaking one )
Word of advise, don't be so quick to judgment.
