Stress and being around others that treat them that way. The others may be mean in different ways(ignoring, rejecting etc.) and that can still cause the child to be rude vindictive bully.

From being bullied at home, or school. TV (programs like "The Simpsons", which were originally intended only for adults, certainly don't help), sugar, artificial colors, flavors, and preservatives. Mention BRAT CAMP as a possibility; tell the child to ask their friends about it, and I'd talk with the school counselor, and teachers.

He has been bullied.
He is treated poorly by adults. Or
He may see this behavior exhibited by adults in his life.

I've never seen so many mean kids...even those in their 20's.
All I can think of, is that these kids got dragged around by their split parents and witnessed hook-ups, break-ups, and the complete disregard & disrespect that ex-es pay one another. There no longer seems to be that line we shouldn't cross. Nothing is too rude or too mean.
It's sad really. How will these kids ever be able to have a positive relationship with anyone???

It would start with th parents, since they are the biggest influence on a childs life during the formative years. Second I would say that the child could have a pyschological issue that requires either medication or therapy, but if the parents don't care then the point is moot.

Maybe kids at school tease him or her, so they seek revenge. They enjoy it and they try to be mean to others, because they think people might think they are cool(even though not many people like mean kids).
