I have copies & a passport but would like to obtain a certified copy, just in case. How do I go about this? My father was a civilian working for the army.

Maybe you should contact the US Embassy in Germany

By the way there is no Consulate of the USA in Heidelberg.

A certified copy should be available from the US consulate in Heidelberg, or that individual should be able to direct you to the information you need.

My first and only thought at the moment is calling the VA (Veterans Administration). Maybe they could be of some help.
