It is an interpretation of their teaching that people are to wear modest apparel.

Guys can but women i think aren't allowed to wear it under certain circumstances. They are allowed at home but not it public as islam states that one is to dress modestly. But inside the home or around certain people you are. Depends also when your young your allowed around the ages of say from birth to 16 or 17 years old. However it actually depends on how short these shorts are below the knees its probably allowed and the lower the better but really short shorts are probably not allowed.

Yes all parts of muslim woman can not be seen by others in public except her face and her arms.So your friend can not go to school with shorts only.It is spoken by Allah the only one Gon inthe holy Qur;an surah 7:26,surah 24:31 and surah 33:59.
Her parts of body can be seen only by her family and relatives which can be married with (muhrim) at home.
She can wear shorts also if she is in front of all women in the closed room or in the swimming pool only for women..Even her hairs can not be seen in public because it is included in the so called aurat (can not be seen by non muhrim)

most of my muslim friends from high school interpret the passage in the quran that says to "dress modestly" as meaning that they shouldn't bare their arms or legs, or wear lowcut shirts.
as with all religious writings, it's open to interpretation. muslim women in some countries wear burqas, some wear veils, some wear long sleeves and pants, and some don't do any of that.....it all depends on how they are interpreting that particular text, or, unfortunately, in many cases it's how the men in charge interpret the text.
talk to your friend about her beliefs, it's always good to learn about other people's religions and customs!

Modest clothing. But it also depends on the girl/woman. If you go to somewhere like Turkey, the Muslims there wear shorts, mini-skirts, and everything. So it depends on the person.

Muslim girls do not expose their body parts publically like western cultures do. If that is the way she is brought up then respect her for it.
Trouble is too many girls these days think wearing anything more than a bikini is over dressed.

There is no problem with guys doing so, but girls are enjoined by the Qur'an to "dress modestly." The general opinion is that shorts don't qualify.

Because it exposes too much skin and that is an abomination...
They need to be ashamed of their bodies so that they can continue to repress and enslave their women through shame and the iron fisted control of shame and fear.
Muslim's outside of the US (And secretly in the US as well) actually cut the clitoris and then sew the labia manora shut so that women can't have any physical pleasure... so that they remain baby machines...
The Muslim Religion is just as disgusting as all the other religions on earth...
They preach peace and love out one side of their mouths while killing and discriminating out the other in the name of their god.

Would you show-off this jewel?
as you follow the rules by whole ..not partial you'll live in an utopia
