.. why cant they track down the paedophiles who run the sites in the first place, and arrest them?
I dont know a lot about internet domains so I apologise if this question sounds stupid.

Many of these sites go thru several different servers and often originate in foreign countries. In addition, the originating site changes servers as often as they can. Tracing back to the original computer often leads to dead ends.

Serious paedophile rings are run by advanced and established criminal gangs. There are way of hiding internet 'source' domains and often paedophile rings will switch domains/IP's very frequently. Some operate from cyber cafes or lap tops!!
Dont get too focused on Paedophile internet crime, on the net there is drug crime, prostitution, trafficing and fraud which also are a major problem - peadophila is only a small part of the problem.

When you pay to watch porn they get your credit card info, address and things like that, when you run the site, you can do it form anywhere without having to post a legal address or any kind of other traceable information.

The first answer is pretty much what I was going to say.
In addition, there may not be web sites involved, but other protocols that are less "place to place", and there may be encryption and giving of false names and stuff like that.

It would appear that many of these sites originate in what was Soviet Union and without their cooperation are impossible to police.
