DIY. The start up disk for the other OS should have the needed programs on it to reformat the drive for you. When you boot a computer from another source, such as a floppy disk, or a CD, that program takes over the computer, and the OS on the hard drive is at the command of the other OS, it can't over ride the other boot up source.
If you don't want to DIY, then my best guess would be $100 to $200 to format and establish a new OS on the hard drive. That said, it really is not hard to do the work yourself.

If you did it yourself? Nothing. If you took it in and had your WinXP CD with you for them to do it, which would take probably about an hour to do? About $125.00.
If you installed Windows Vista yourself, you could take it out yourself and reinstall WinXP. Your choice.

If you take it to a technician in your area, probably start at $100, they usually give you an estimate if you call and ask them what their prices are.

It will cost nothing ! You can you "Partition Magic" or "Ontrack Disk Manager" in order to re-format your hard disk !
