Stalin was their version of the President, so while technically in charge, he would've left the tactical stuff to his generals.

The Red Army is composed of many divisions. Each division had its own commander, who directly reported to Stalin. Zhukov is only one of them. Some other famous ones were Rybalko, Koniev, Rokkosovsky.
