why does the skin n my chihuahua'a stomach change color. It is normally pink and now it it looks dirty?

are you sure its not dirt? Maybe it is a skin problem, you should go and check with a vet

Dark pigmentation can often be a sign of chronic skin inflammation. Has he been having any skin problems?
