What you are describing is most likely called Paraphilic Infantilism with a diaper fettish. Teen Infantilism is 'common' (meaning that infantalism doesn't exist only in adults. Many infatalists are teens) and one of the problems for these people is that they have a hard time communicating their desires to be treated like babies and wear diapers to other people (obviously!!) for fear of rejection. Your mother has unwittingly fallen right into and is feeding your cousin's deepest, darkest fantasies and even might have given him some ideas that he hasn't thought of.

Your parents really need to seek professional help from someone who has actually worked with infantalists. Also, your parents need to read as much as they can to understand what is going on with your cousin. If they really want to help him they won't alienate him or punish him, but perhaps they are encouraging him a little too much.

you should google it and also check out:

Get thee to the shrink!! I think it;s one of two things 1.) He has a sexual paraphillia (fetish) about being in diapers or 2.) Acting like this has become his only way of getting attention,I'm guessing he had a bad home-life. At the same time there are physical reasons for bed wetting so a doctor's visit should be done 1st to rule out a medical reason (in this case he may be saying he likes it to hide his shame-but it doesn't seem likely)

I would say that this is just a fetish like S&M and the reason he does it openly is because your mother caters to it. He may wish to do it but your mother is just perpetuating the cycle by catering to his fantsy and the longer it continues the harder the habit will be to break. Have you thought about sending him back to his parents?
