He is always asking me who i'm going to homecoming with and why i'm not and stuff. he has a girlfriend. he is kind of a dick, and stares at my chest a lot. I don't think I should persue him, but what should I do to get him to see me as a friend, not as a piece of meat?

The only way to get the point completely across is to tell him. He is definitely being rude and disrespectful, and that is not okay. If he does not stop you might have to evaluate if it is worth being friends with him.

make sure his girlfriend is around when you do this, tell him "stop staring at my chest dick!"

when he looks at your chest i would ingnore it like you did not even see it and then i would start talking about something intelligent to get his mind off of sex and then he will not think of you like

Probably nothing - you barely know him and he obviously only likes you for one reason, your body. Find another guy who likes you for your personality.

Tell him, "I just want to be friends with you." Is a pretty good solid start. Or, "Please stop staring at my groodies." That's also a good start.
