Typically, yes. You'll see these ratings in units of mAh ("milliamp-hours").

If a battery holds 1 mAh of charge, it can nominally supply a 1 mA load for 1 hour.

In certain applications, yes. Such as a marine battery, for instance. They are rated in amp/hours.
