Does anyone know a photoshop program where I can create pictures like this:

I mean a picture that's black and white with a spot of color.. I don't want to buy anything, so I'd rather a free program, or a free trial of a program that has this feature.

well photoshop is a brand name of a particular software made by adobe, not a generic term for photo editing software - and photoshop is very expensive.
for a *photo editing* software to do this for free, try gimp:

Almost any Adobe Program has this feature this is very basic stuff making a Photo Black and White and then adding the color of your choice and the Paintbrush tool or dot with color and smudge.

well the program is photoshop, its just a matter of manipulationg the picture with the photoshop tools.
try this:
* open the picture you want to edit
* press ctrl+a & copy the whole picture
* create a new file, paste your image
* go to Image > Adjustments > Black & White
* copy the original image again, paste it again
* now on the colored layer, select the erase tool and
erase parts of the picture that you want to be black & white
