I would be very very careful with this. It is not worth taking a risk with sickness for a couple pieces of chicken. 16 hours at room temp is plenty of time for a good healthy dose of pathogenic bacteria to grow. Of course the big concern is salmonella but there are many other organism that can grow in that time at that temperature. All bad actors. My microbiology professor used to call salmonellosis a two bucket disease and he wasn't kidding. You do not want to become infected.

It is ok to eat it if you feed on rotten food. Are you a vulture?
For $4 bucks you can buy a new chicken. Medicines, emergency room or even funeral services are a little more expensive than the thawed chicken.
Cook it, feed a stray cat and if you find the cat dead don't eat it (just kidding.....!). Don't eat the cat either!
If you really don't want to toss a pretty looking chicken, take it our of the fridge, leave it at room temperature for 6 weeks and THEN throw it away!
Honestly? It is not worth your health.

IF your kitchen is as cold as a refrigerator, smell it. If it's funky it's spoiled. BUT ... and this the important BUT if your kitchen is at a normal temperature, it's definitely something for the trash...OUTSIDE, 'cause it'll be stinky! Chicken spoils super fast and you don't take chances with any poultry at all. When in doubt of any bird, send it for it's last flight...
