Israel declares its capital as Jerusalem, and this claim is reinforced by the presence of government buildings as well as the parliament. The Knesset convenes in Jerusalem, so that is the capital.
Some people cannot accept this because part of Jerusalem is considered occupied, so they declare that the capital is in fact Tel Aviv, despite what was previously mentioned. Their basis for this definition is that most countries have their embassies in Tel Aviv instead of Jerusalem.
It seems to me that the presence of the government is a better indicator than the presence of embassies, as there is no logical reason that foreign countries should be given the right to decide where the capital is.
