well my first question is why have you not gone to the dealer and asked him when does he plan to get a replacement title and if says he is not or cannot or it will take 6 weeks to get one tell him you want your money back

The dealer would have to file for a lost title with the state. I think because the request is from a dealer, they state would rush it. Since you don't have a title, the dealer has to provide you with a temporary tag until you receive the title. If the title is not received within a period of time, I believe 30 days, the dealer would be required to refund all money you have paid on the car if you wish to return the car.

You can't until the dealer applies for a replacement title.

Search DMV online. It appears that you can file for a replacement title online. If that's not exactly what you need, then e-mail them an inquiry.
