I know the rule of thumb is, "who gets there first goes first," but what if the cars arrive at the intersection at the same time? PLEASE help my driver's test is tomorrow!

The car on the right goes first, hence the term 'Right of Way'.

According to law, whichever vehicle arrives to the stop sign first and comes to a full and complete stop first, has the right of way. If two vehicles approach and arrive at a stop sign at the same time, the vehicle to the right has the right of way. In other words, in your scenario if both of your cars came to the stop sign at the same time, and the other vehicle was on your left, you would be the vehicle to the right and therefore have the right of way.

The car on the right because they have "Right of way". If the cars are opposite each other then the vehicle turning left yields right of way.

The person on the right. If they are straight across from each other, then they can both go if they are going straight. If one of them is turning left, they should wait on the other.
