There could be several problems.

1) You don't have enough available credit.
2) Your card has been frozen due to suspected fraud or lack of payment.
3) The magnetic stripe on your card is damaged, dirty, or demagnetized.
4) The machine is dirty, or not properly connected.
5) The store may be having problems with their server.
6) The credit card company may be having problems with their server.

Best thing to do is call your credit card company and ask. Usually 'declined/denied' transactions are kept on file for 60 days. If your credit card shows no attempt at a charge, then your best bet is any one of #s 3-6.
