What steps should I take to stop the "smelly person" in the office from touching my or my belongings? I am discussed by their lack of hygene.

Call your HR (Human Resources) representative. Someone from HR will tactfully address the hygiene issue with your coworker and your name will not be mentioned.

You are disgusted and rightfully so. I go into other offices and set up their accounting for them. I went to this trucking company and the computer and area were filthy. The keyboard had fingerprints and crumbs. The boss came in and sat down to show me a couple of things and when he saw the keyboard, he reached behind the computer and unplugged the keyboard and threw it in the trash. He told someone to get the cleaning people and told another person to go out and get another keyboard and walked out-said he be back later and sorry for that. My kinda boss. . .On the other hand, I switched jobs in a large company and ended up working next to a sweat er. She would just get soaked and did her best to take care of it. She would also rub Avon products all over herself to mask any odor. I felt sorry for her and she really wasn't dirty but she did have an odor and I will never allow an Avon product anywhere near me.
If a person is dirty, I would mention it to a supervisor and also that I didn't care for them touching me or my things. If HR can discreetly handle it, then talk to them. I would never go over my immediate supervisor's head so you will have to judge. After I had mentioned it, so that I was covered, I would nicely mention it to the person. You may be doing them a favor. I dated a European man and they were raised where they just washed off and that was acceptable. Before I went out with him, I told him it was not. I really liked him but he needed to clean up. Which he did and then all the girls started falling all over him. Sure did him a favor.
The gist of all this is to say you may not know the reason behind this person's lack of hygiene. You might do them a big favor by taking them aside first.

y'know ... not all b.o. problems stem from lack of hygeine. best to be tactful if you bring this to the attention of HR or your boss. Whatever you do, don't confront the individual, as there's no way to do that tactfully.

You could have a quiet word with this person or if you feel unable to-then tell your boss about the problem.

Be just as dirty as them...dirtier. Then touch them all over the place, that will teach them. Or you could just do what the person above stated and talk to you HR person about it.

They may not be aware they offend; tell HR, there is no way to tell them yourself without engendering hostility.
