To your first question (I understand what you're saying), yes, because "ocean" is relative, an arbitrary label we give to a body of water of a certain size. So to an amoeba, a teacup would be an ocean.
I believe that, maybe, the mind can act as a tuning device to an Intelligence higher than our own. The WWW must hold a very high portion of all human knowledge. Now, obviously, I don't contain in my brain all that knowledge. But I can access it, and take what I need from it, because I can use a search engine.
Really, though, I don't know. The only thing I believe with any certainty about Ultimate Reality is that it's beyond all our ideas, beliefs, and guesswork.

If the human mind cannot, then your question undermines itself (by referring to just that). Besides, one can have experiences that cannot be contained within language. The problem is that none of these experiences necessarily suggest a deity.
