Salams! the previous answerers are all correct. I can only add that some calendars, including those from Turkey, tend to simplify things and just claim that it is tonight, so that is why many say it is today. Perhaps it is! I wish you all the best for this evening! Salam alaikum!

Tonight will be the night of power. In this night Muslims are highly recommend to pray all night and ask God for forgiveness. The reward for worshipping tonight is equal to the reward of worshipping 1000 nights. God comes on earth very near to believers to bless all who are busy worshipping God or reading Quran.
It is not surety that this is the night. Prophet said there will a night on odd fasting days like 21, 23, 25, 27 and 29th. Most scholars think higher probablities are for the night prior to 27th day of fasting.

As far as i'm aware, it can be any of the odd nights in the last ten of ramadhan, i.e. 19th, 21st, 23rd, 25th, 27th or 29th. The 23rd is known to be the most likely but no one knows the exact date.
