Does anyone know if there is a device or anything so that I can watch tv on the tv, but then switch to PC and turn it on as a monitor?

This depends on the inputs of the TV and the outputs available on your other devices.

Many LCD TVs have a VGA input -- this can connect directly to your PC. If your TV does NOT have a VGA connector, but your PC has a DVI output, you can buy a low cost convertor to connect the DVI to the HDMI input of your TV. Most TVs only have one HDMI, so you'll need to connect your HD input from other sources (cable, DVD, etc) via COMPONENT cables (Y, Pr, Pb).

Eventually, you may find that you have just too many devices to go into the available inputs on your TV. At that point you'll need to make some choices -- stop watching some device, or buy an external switch.

Some tvs can yes, it depends, my television i only have to press the av button a few times for it to switch to the pc vga input, I can go between watching tv, playing my console or using my tv as a monitor.

Yes, it's called a switch box. You should be able to get one at any Radio Shack or other reputable electronics dealer.

sure--you can buy a 2,3,4,5,6,7 or 8 device switcher...check with radio shack
