Dress warm or at least bring a full length coat. Darker colors are acceptable during the day in the winter. I would wear a semi-formal dress and would bring long coat, but would probably only wear a shawl. (Women in NY are going to wear dresses, even if it is freezing.) A paint suit is fine, but wouldn't recommend, unless you are over 40.

The formality of the wedding should dictate the dress length. Wear a long coat regardless wear slim lined boots to the wedding and change into your dancing shoes in the rest area at the reception. Any dress you are comfortable wearing but probably dark would be a good choice.

Its been an Indian Summer this year in the North East, its HOT today when its usually in the low 60's by this time of year.
Rochesters Temp High today was 85. It may not be as cold as you think it will be.

I would wear a dress or a nice pants suit. Bring a coat and scarf and gloves for just in case, but I doubt highly that you will be mulling around outside for very long, for a winter wedding people usually try to keep it indoors as much as possible.

Since its going to be cold, I would suggest something that has a sleeve. Perhaps a nice jacket dress, or a dress that can be matched nicely with a cardigan. Also, If you would prefer you could go with a nice pantsuit. Perhaps something with a duster to give it a little more formal look rather than an office appeal. I would also suggest dark colors such as deep green with black accents or burgandy. Try checking at your local JC Penny or Bealls/Royal in your area.

I am from upstate NY and yes, we would still be wearing a dress in the dead of winter!! We are used to the cold. If anything invest in a long dress jacket if you don't have one and a shaw for inside if you need it. Once you get in the building it will be heated, so you really only need to have a long dress jacket and you'll be fine.

If I were going to a wedding where it was cold, I would probably wear a nice pantsuit (something with a jacket and a blouse underneath so I can layer it).

Something warm.. A long-sleeve day-time/office dress would be nice, a suit with a nice top also works.. Probably you could look into these kimono-style dresses, they have longer sleeves and look nice but not too formal..
