I'll bet she doesn't mean to slight you, and is probably overwhelmed - you don't say anyone's ages or how many kids there are - but if they're little, they are WAY high-maintenance, and you being older, are able to be on your own more.
Tell her. Just like you told us. Let her know that you want some quality time with her, and if she's smart, she'll figure out how to make that happen.
If not, maybe you can hang out with her and the little brothers more.

Well I'm not sure what all the ages are but I know from my personal experience I have a 6, 7, and 14 yr old and I have to pay more attention to the younger ones simply because they are younger, I love my 14 yr old just as much but she is pretty much self-sufficient and my younger ones still need me to do things for them. I suggest you give her a hand with the younger ones and maybe she'll have more free time to spend with you!! It works with me and my daughter. Also, she may not even realize it's bothering you, just talk to her about it.

Maybe they require more of her time because of their age. You should just talk to her and let her know that you really want to be able to spend more quality time with her. Maybe if you would be willing to take on an extra chore or two to help out, it would give her more time to spend with you!

The little rats will keep mom occupied so that really frees you up so you can go hang out with your friends.
Think of the possibilities that opens up.
