This is a slang expression derived from our British and French heritage. Note that in casual conversation the Brits tend to say "yah" or "yeh" (as in "Let's go to dinner there, yah?") and the French tend to say "oui" but pronounce it "wee" or "weh". In this multicultural society, where things tend to blur and blend, we have ended up with the uniquely Canadianism "eh", pronounced "ay".
Personally, I think it sounds much more intellegent in causual conversation than the "huh" or "wuh" we tend to hear south of the 49th parallel! :-)

Y'all think they do? Most dont, not as much as people from the US say "y'all" and other weird things like "gals" and calling a grocery bag a "sack". Y'all got a lot of funny sayings in the US, Canadian bacon is another, what is that supposed to be? Its not something you find in Canada

The same reason Americans say "Huh" so much. Except Eh is a bit more polite than Huh.

It's a regional dialect in Canadian English. Just as in the US, pop is often referred to as "soda" or "coke", and the new "text-messaging dialect" where people use letters instead of words (like Y instead of "why"). :-)
