Take him to the vet. He may have a scratch on his eye that needs medication.

Well, there could be something in his eye or a scratch or something. But also, some cats carry what's called the herpes viruse (not like the human kind). It's like a cold. They can get runny and/or crusty eyes and runny noses and sneezing. When my cat is about to have a flare up, his eye will get kind of puffy or squinty. It looks swollen and half closed for a day or two.
Talk to your vet about it to make sure what it is. He might recommend lysine which will help with flare ups. Though, you can buy lysine in any heath food store. The vet usually charge way too much for it.

Check the eyelashes on his eyelids there to see if one of the hairs is reversed and sliding under the lid, rubbing on the eye. This is common and can be fixed by the vet.
He may have scratched the cornea on something too, or got something in his eye another way.

He may have gotten an eye infection, been in a fight and gotten clawed or scratched, gotten something in his eye or have cat glaucoma (relatively rare but my cat had it). The only way to know for sure is to go to the vet.

That would happen to my cat sometimes. I usually just figured he got something in it and it usually went away in a day or so. If it does get worse the go get it checked.

it might be the sun or something in the eye, you should see a vetenerian quite before it gets worst
