I think "i can't hardly wait" is the more imperative of the two. They are both probably correct but "I can hardly wait" sounds a bit higher class to me.

I can hardly wait is correct, the other "I can't hardly wait?" is contradictary.
You can however say I can't wait and it will mean the same thing as I can hardly wait.

They both mean the same thing: you don't want to wait. "I can hardly wait" is more correct. "I can't hardly wait," is less literal, and said with more enthusiasm. It's like saying, "I can't wait for Christmas!" Whether you can or cannot wait for Christmas, you still have to.
