An anti-male agenda that would polarize the family, and totally ignore children who abuse themselves and others?

The issue is not violence, the issue is abuse, and violence is one form of abuse.
The inclusions of women as victims in a child abuse agency is another error.

This happened because the majority of abuse cases are men abusing women and children, but I agree that is is an anti-male agenda sending the wrong message, because it is not always men. There are women who abuse their families and children that just have issues (not related to abuse by the parents).

World War 2.
The "Greatest Generation" wasn't. They returned from WW2 with post traumatic stress syndrome to wives that had grown used to living without them and who sometimes had better jobs and made more money than they did.
It is no coincidence that the children of WW2 vets grew up to propose and pass spouse and child abuse legislation.
The returning Vets skewed the statistics for forty years and they are just now returning to more normal levels where the issue of men being primarily responsible for abuse is being challenged.
The answer, nutty as it sounds, is WW2.

dr.clinard has a theory that women who abuse children are not prosicuted because most law enforcement agencies are run by men and men do not have the mental aptitude to prove a woman as abusive and often do not feel comfortable duscussing the issue in thier presence.

That's a very good question. There are many women who abuse their own children too.
Men, as a whole, just seem to be angrier than women as a whole. That's been my experience anyway.

Its all about money and job security not the true abused or abuser.
It is just like the American Cancer Society who takes all these donations for research and lines their pockets with it because if they really did find a cure they would lose their jobs. BTW there have been several cures for cancer that the ACS has rejected because they feared their jobs.

But if a child abuses themselves or another child then it is therapy they need, not jail time.
