Neither can be taken exclusively.
The War on Terror made things easier for groups to recruit, but it doesnt directly create terrorists.

Anger, there isn't a single entity to blame for terrorism, I think the fix would be to try to eliminate poverty and greatly reduce the power of all religions

Well, if the US doesn't participate in the war, then it will just be a sitting target. In other words, the US was attacked before it entered the war. So, regardless of which one creates more terrorists, the US must fight it. It's either that or be a punching bag.
