I agree, I would call the local vet or shelter, kittens are usually more adoptable. I wouldn't give it back to the neighbor, in fact I wouldn't even say anything to them about it. That's a tiny kitten and doesn't deserve to be on it's own outside wandering. Probably hasn't even had it's shots yet, so it's susceptible to lots of icky diseases.

If you are concerned about the kitten, before you bring it back, go over to the house with out the kitty. Make an excuse to go in. Ask the people after a few minutes were the new kitty is, if they have to think long for a simple "It got lost outside" I would not give it back. Don't even mention you have kitty and find a good home! You are a good person to take the kitten in.

I had this same problem with 2 kittens last fall. I talked to my neighbor and she said the reason she couldn't keep them inside was cause she was allergic to cats.. (Dummy, why would you get cats if you can't have them ?!) But anyway, these kittens kept trying to get into my apartment any time we opened the door. So I called the woman back and told her if she didn't find a new home for them, somewhere that would actually care for them, that I would take matters into my own hands because it is neglect and somewhat animal abuse. -- She found them a new home within the week. I suggest you do the same. The poor kitty could get hit by a car or eaten by a bigger animal.

If this is the first time you've seen this kitten, chances are it may have gotten out by accident. Bring the kitten back to you neighbor and kindly ask her what happened and/or is she plans on keeping her inside. If the neighbor doesn't seem too concerned about the kitten, kindly suggest that you know someone that wants a cat.

If this was an accident that the kitten was left out, I'd give her back to the owners.
If this is a regular thing, I'd find the kitten a new home.

If the kitten got out by accident, I'd return it but if you know that the owner didn't care and left it out, find another home for it. They should not have let that happen.

If you can find a better home, and if you are sure that the new home is indeed better, not a shelter that will put it down or anything, do that. Otherwise, let your neighbour keep it after you explain the problem to her, and keep an eye on the kitty.

If you cannot care for this kitten, take it to your local veterinarian of SPCA shelter. They will have rescue homes that they can contact to take care of it. I know, as I am one of those homes and I have gotten quite a few calls form vets and such just for this issue.
