I received an email forward about this going into effect on 11/10/07. I have no problem with the law, I actually agree with it...I was just wondering if it was true or another false email FWD.

I wanted to get to the bottom of this, so I called State Rep Josh Shapiro's office (the sponsor of the bill), and not only is it NOT a law, it is still being held in the Transportation Committee.
There is still a long road this needs to go down before becoming law.

This isn't quite true. It has been reported on wgal in Lancaster as being a fake email.

HARRISBURG, Pa. - An e-mail currently making the rounds is creating a lot of confusion about just what the law of the land is in Pennsylvania when it comes to cell phones and cars. The e-mail erroneously claims that the Pennsylvania General Assembly passed a law banning the use of cell phones by drivers and that it will take effect Nov. 10. Lawmakers have considered such a law, but it has not been passed.

Transportation Committee Chairman Joe Makosek?s Office in the Pennsylvania House of Representatives sent an e-mail to staff members and other representatives alerting them to the bogus e-mail.

No. I called Rep. Josh Shapiro (the Representative who sponsored the bill) to find out more information.
His assistant let me know that the "Press release" that is going around is false. House Bill 1827 has not passed, in fact, they haven't even voted on it yet. It is scheduled for a public hearing on Oct. 15, and that will be the first action taken on the matter.
He said a decision on this (i.e. a vote to move up the ranks of the government) has to be made by November 2008, so there is a lot of time before this could become a law.

As Jurydoc said, it was referred to TRANSPORTATION on Sept. 11th. That is referred, NOT passed.

If you follow yonderstarshop's link to the Bill, that is a copy of House Bill 1827, which will take effect when passed. If you search the PA House site for the Bill you will see it's history:

Basically it passed 9/11/2007 and takes effect 60 days from then; which would be 10/11/2007. I am just surprised I hadn't heard of it until the forward- I must be living under a rock.

If you look up the bill yourself - (house bill 1827)
you can see that it was referred back to the transportation
dept. It is not a law. I also contacted my local rep. It didn't
even come up on the floor for a vote. Never made it !
And won't in it's present form. (that I hear anyways)

See how it says "last action: Referred to TRANSPORTATION, Sept. 11, 2007 [House])? That means that it is not yet a law. If it said "Adopted", then it would be a law.

The bill was signed and dated 09/11/07 and went in to effect as directed in 60 days.

As of NOW it is referred to Transportation Committee.
The date on the bill is just the date that it was submitted.
If you read below that line, it says clearly that it has been referred to the Transportation Committee.

Not a Bill yet, but can't wait it to be. They should also ban all distractions while driving viz., Make Up, eating etc., and make it a primary offense.
