this is a full auto trigger sear to people who have a tax stamp or FFL. i thought that even if you did have one of those you could not have a firearm made to fire in full auto if it was made past 1986 or something

if i apply for the tax stamp, pay my $200 and 4 months later get it, may i purchase this and use it legally?

Right, no new machineguns post-86. But if you have a pre-86 machinegun (in this case M-16), you have the right to make repairs should they be needed. That's what this is - Spares. Repair parts.
No, you can't buy an AR-15, apply for a Class III Stamp, then buy parts and make a new machinegun.

You can only install it in an existing class three (automatic) firearm that you have a tax stamp and background check for. You cannot place it into any semi auto firearm and be legal.

YOU are correct. These parts are strictly for replacement parts in existing Class III M-16's manufactured prior to 1968.It is ILLEGAL to alter of change or attempt to change an AR-15 to a fully automatic weapon, using these parts. To get a Class III permit just to be able to purchase these parts would be pointless without a legitimate M-16 that you could mount them in. These parts are not interchangable with semi-automatic AR-15's.. Just to clarify, if you were to have a legal fully automatic M-16 these registered parts could of course be used/installed as they are subject to extensive wear with use.
That is why these replacement parts are available in the first place.

If you were a class 3 dealer with a manufacturers license you could manufacture full auto weapons, but are limited to law enforcement sales only, not civilian sales.

I don't see where it claims to convert it to full auto but, I'm not all that up on Bushmaster. I would think this takes the same BAFTE permit that a silencer does.
