Because until recently the French certification agency did not have any reciprocal agreements with PADI/NAUI/etc. When I was in Polynesia, and wanted to give my wife a Scuba refresher (I was a Divemaster at the time, now an Instructor) I was told I could not do it - that my professional certification was not recognized there.

HAH!
