Well... it's certainly challenging since they can't hear what they're trying to say. That would make learning how to speak pretty tough, don't you think? That doesn't mean it's not possible, though. With lots of work, it can be done. But would you really want to subject a deaf person to that?
Actually... it's brilliant that hearing parents who don't want to learn American Sign Language (ASL) for their deaf children would rather them spend hours a day learning how to speak so they can communicate, rather than living life like normal kids and spending school time learning academics rather than speech. What's worse.... they're still not getting a full language this way - they're missing out on pieces because they're deaf. This stuff makes me sick. Sorry... your question just struck a chord.

Yes they would speak fine and retain their speaking ability. I have a friend that went deaf in their 20's they learned how to lip read and now that they are in their 50's they still speak perfectly clearly. The only problem they have is, with pronunciation of a word that they didn't know before they went deaf.

Sure they can.It just takes an awful lot of hard work, perseverance and tenacity.I had a friend who was born deaf and he could speak just fine.In fact I knew him for a week before I realised he was deaf! His parents managed to get him speech therapy when he was very young. He actually spoke like a classically trained Shakespearean actor! He told very few people he was deaf.Said he didn't want special treatment or people feeling sorry for him.

Marlee Matlin (actress) is very clear when she speaks even though she still has that "not quite right" sound and she was born deaf.

No they cannot. They can sometimes be trained to speak by feeling vibrations from another person and then learning but no they do not do this automatically.
