Certainly if they meet the requirements. Actually in the late 80's and early 90's quite a few military families were receiving food dtamps and other types of assistance. In 1993 and 1994 steps were taken to raise their pay and allowances to correct this situation.

Yes...and No. There are quite a few conditions on getting food stamps while in the military but some have received them. It depends on number of dependants, income, base or off base housing and many other items. I would recommend you look up whomever is in control of food stamps for the state where you are stationed and detail your question. They will provide you all the answers you require.

If their income and number of dependents is low enough to warrant it, yes.

There is an allowance called FSSA (family subsistence supplemental allowance) which pays up to $500 extra tax free per month. It goes to very low income miltary families who meet certain income requirements. Members can draw FSSA and get food stamps too, if they still meet the income requirements with FSSA.

if they qualify, yes. Not every military family does. They go by the states' guidelines just like civilians do.
